Is it possible to disable the "Child Pages" footer in OnDemand?

We'd like to disable the "Child Pages" footer (or default it to collapsed rather than expanded) in our OnDemand deployment. This is to encourage people to list and categorize references to child pages within the parent page rather than relying on the Child Pages feature (in our experience that in time leads to a disorganized mess).

Can this be done?

As you can't control the theme or add your own custom javascript/css with an on demand instance I don't think this is possible.
