I am creating a wiki page with a JIRA chart macro, so that say for example, I can report the JIRA tickets based on priority.
In the wiki, can I add a date/calendar macro (say for example startdate and enddate) which will then be the input to the JIRA chart macro (say for example issues based on priority between start date and end date selected from the above date macro ) and thus such that the charts get updated for the duration selected by the date macro?
If yes, how can I achieve it?

No this can't. You can't combine the Jira details form a Jira macro in Confluence, with Confluence related data.
Use the Jira issues macro and search to show issues between dates, based on date information on the Jira issues

.. but that will mean to edit the page everytime to change the dates correct? I do not want user to edit the page. Rather just use the date macro to select dates, and the JIRA charts change based on the input. But I guess from para 1, it is not possible, correct?

Correct, this can't be done.
You can use conditional dates on the search in the Jira issues marco.
