Invoicement of Users from different Confluence accounts

Dear, 

We in Daikin have at last 2 different cloud Confluence and JIRA accounts.

Now we need that users from one account can access to the other one.

Could you please let us know if this has an extra cost? So we will pay double for these users?

Would you be able to clarify what you meant with the different accounts?  You have one account for jira and a separate account for confluence?

Every active account counts towards a license in an environment.
