I'd like to import some readme.md files from some Git repositories. The content of the readme.md files should be added to (different) Confluence pages. I do not want to attach the files to the Confluence pages, I want to important the content to the page directly to use the search function and to have the content displayed on the page.

Do I need both plugins?
Or does Atlassian Command Line Interface include the second one?
This is a combined distribution including all product specific CLI tools.
Do I need the Run Plugin for Confluence as well to execute queries from a Confluence page?
Atlassian Command Line Interface (which includes the Confluence CLI) are client programs (runs on PC) - no plugins on your server are required to run from a client. The CLI plugin for Confluence provide additional capabilities to run ACLI actions from within Confluence. Atlassian CLI license requires purchase (but not install) of a plugin.
From your original request, it sounded like you just need a client to populate your Confluence with the pages. If you have additional requirements the plugin may be useful. Same goes for the Run plugin - it is useful if you need a user dialog for someone to interact with in order to create a page, etc...
