I'm an Admin but don't have access to "User Macros" in the General Configuration. Can this be added?

Following the step by step that states I should hit the "cog" in confluence to go to the admin section, 

select "General Configuration"

and then User Macros should be on the page. They are not. Any suggestions?

Found the issue. We're cloud based, not on prem.

Yeah, one of the reasons I have recommended against using the Cloud version -- no user macros.
