As described on this page (https://support.atlassian.com/jira-cloud-administration/docs/what-is-the-free-jira-cloud-plan/), your site is deactivated after 120 days of inactivity.
As @Mihai Schwarz mentioned, you should contact support as soon as possible, since the data in your site will be deleted permanently after a time. I cannot find the exact amount of time for Jira, but I know it is 60 days for Confluence.
The message doesn't indicated how long it's been since deactivation, but it does indicate that your data has not yet been permanently deleted.
