I turned on public links, copied the link to my page and shared it with a colleague who received a message stating she "did not have access to the content."
Per the "Help" instructions, I changed my trial to a paid subscription and asked her to try again, but still the same error. Whether simply sharing a public link with a miscellaneous individual or creating a group/inviting specific people to join confluence, I need to be able to share diagraming output with other team members.
What am I doing wrong?

You said you copied the link... did you copy the URL from the browser's bar?
Or did you go thru the Share button and clicking the Public link?
Sorry if this sounds too trivial but because public links are a two stage process (enable the feature + take extra step to create a specific page's public link), a lot of people forget the second bit.

Have you ensured Public Links are enabled at both the Global Confluence level and in the individual space that contains the page?
You said you upgraded your trial to a paid subscription. How long after that did the user retry accessing the link?
Did you have the user try in a private browsing window, such as Chrome Incognito, or in a different browser application, or after clearing the browser cache?

Are you using a third party app for the diagram? Have you checked there aren't some additional permissions to configure?
