I am trying to use the Insert Page macro to pull content from one Confluence site to another site. It does not seem able to pull this content.

Do you have a link to the details on the Insert Page macro? If you mean the Include Page macro, it will not work cross Confluence sites. In fact, I am not aware of any macro that works cross sites.

Is this what you do:

1. You have a Page 1 that has content 

2. You create a new page, Page 2, and add the "Include Page" macro to the page. 

3. You publish Page 2 and see the included page content of Page 1

Any more information is appreciated to help you with the problem :)
