How to migrate spaces, users and groups from one CONF 5.5 instance into another CONF 5.5 instance?

We are running two CONF 5.5 instances (for historical data center reasons).

The main CONF system (5.5.2) is using Active Directory authentication and contains more then 300 spaces and 2000 users.

The second smaller CONF (5.5.7) is using the internal user management of the system. Around 50 spaces and 1500 users.

Objective: we want to get rid of the second license (CONF core systems and add-ons). Both system are running 5.5.x and 10000 users licenses and nearly the same add-ons.

What we have to solve:

how can we migrate the 50 spaces from the second small CONF into the main CONF?
OK, export to XML and restore in the target system.

But what about the users, the user groups and the permissions of those users in the spaces?
I tested one space to export and to restore in our test environments and I see that only those users who already exist in both systems are permitted in the migrated space. 

So users and user groups should be migrated first from system to system. And from internal user store to Active Directory.

Any idea?
