Any other feasible option through which i should be able to restrict end user/customer who login in jira should not able to temper the default given settings.
Hacking the core of Jira code, or injecting javascript are your only options to perform such downgrades. Neither option is recommended.
I'd stick to simple permissions. Remove your "end user/customer" rights to the minimum they need.

It is not configurable , you will need to do some JS hack .

Make sure you first try on your test instance.
Ensure that the JS tags are properly closed in the announcement banner or else you can loose access to JIRA and will need to remove the announcement banner from the DB
