This pop-up appears in every single click and Page. Kindly let me know how to get rid of this Pop-up and why does it appear?

Have you tried the following already? It might not be the solution, but you could give it a try.
In order to disable product suggestions, as a Jira administrator, please go to Cog icon > System > General configuration.
At the bottom of the page, there is an option called Turn off product recommendations, so click on it and you will be redirected to another page to confirm it.
