How to disable only Confluence users when using JIRA directory?

We have an instance of Confluence that authenticates its users through remote JIRA directory.

Due to limited license pool, we want to disable inactive Confluence users. However, when we disable those users in Confluence, they are ALSO disabled on JIRA (which they still need to access).

Is there a simple way to allow certain users access to just the JIRA system?

One simple way to allow access to Jira and not Confluence is to remove the users from the groups that have the "can use" Global Permission in Confluence. Please see this guide for more details of where to find the Global Permissions and how they work: Updating global permissions
