How to bulk invite/import users in cloud

In Jira/Confluence Cloud, how can I invite more than 10 users, without purchasing a plug-in?  I have 100+ users to import.

The rest api doesn't allow you to define the groups they'll be assigned to, nor does it allow for the option of "Allow any accounts using these email domains to join your site, you can edit these settings any time"
