how can I backup / restore only the whole admin settings / configuration (including installed plugins?) of a Confluence instance?

There is no function for doing that.  You can backup a space, or everything.

I do not need a end-user-answer wink I'm interested in a developer / admin answer, I think everything is stored in a specific database table or something like that...

Same answer - there's no function for it, and the data is scattered through many tables, so even digging it out with SQL is not particularly easy (and there's no way to restore SQL into another confluence anyway)
