I created a wiki and I'm using both deck of cards and table of contents. I'm inserting the table of contents into each card so they can be separate. But the table of contents shows every header for every card on each table of content. Is there a way to separate them?

Are you using Confluence Server/Data Center or Confluence Cloud? If your URL is similar to https://<something>.atlassian.net then you are using Confluence Cloud.
Are you using the built in Table of Contents macro, or a custom macro from a third party app?
I don't think "deck of cards" is a built in macro. From what third party app are you getting that functionality?
Can you possibly provide an image of your page? Black out confidential data or use sample data.
