Just put the Panel macro in the body of a Div macro and set the sizing in the Styles field of the Div macro:

width: 200px; height: 200px

I wasn't able to find a div macro. Is there another name for it?

It's preinstalled with Confluence Cloud, but if you are on Confluence Server you have to install the free Content Formatting Macros from Adaptavist.
