We have used the excerpt feature but the reviewer is unable to input review comments so while we are able to control content centrally by using excerpts the collaboration feature to provide comments is not enabled.

Is there a way to enable comments for content in excerpts?

Unfortunately, in Confluence, comments cannot be added directly to content inside excerpt macros because excerpts are meant to pull content dynamically from one page and render it on another. The excerpt itself is treated as a single rendered block, which disables commenting directly on that content when it's included elsewhere.

Looks like the ticket for such feature is getting older: https://jira.atlassian.com/browse/CONFCLOUD-36235

Depending on the excerpts length maybe those can be placed in table or in layout which adds new column for content. Then user could copy the "text for change" and add their comments, not directly on excerpt. That would require access to edition of given page.

(Btw. I found a bug, if excerpt is in table it appears that inline comment can be added, but it is not shown anywhere ;/ )

Here is mentioned app which can help in this situation, but it looks that it's not available on Cloud :(
