How do i turn the "what did you change" box to be mandatory?

When someone make changes in a page, and wants to update/publish, there is a box "What did you change". Currently, you don't need to fill it. 

How can i turn it to be mandatory, so that for any change you have to give a short description of the changes.

There they talk about adding some javascript to the system wide custom HTML. I'm no expert in writing javascript, so I can't help you with that specifically. However, I can say that the box can't be made mandatory without some kind of coding either in javascript or confluence source code, and I think the first will be a lot easier :D
