If you have mentioned someone and that someone isn't receiving any message, but all the rest people receive it normally, then most likely that person has deselected the option to be notified when someone mention them. To check this out, that person must:
- Click on their avatat
- Click personal settings
- Scroll down and make sure that "Someone mentions you" option is selected
