How do i create Permission and Restrictions

I'd like to create a space for a resource to able to create, amend documents and so forth. For all other spaces I require this resource to have read access only for some of the Spaces, is this possible?

Yes.  Create a new space, look in the permissions in the admin section and add your user to the right permissions.

Then only add them to "read" in the other spaces they are in.

Note that spaces may contain default access groups, which may contain your user.  You'll need to rework that so only the right people have the access.
