How do I set Confluence server logging level to Debug?

How do I set Confluence server logging level to Debug?

I cannot find a place to configure it.

My server is not starting up correctly, it shows 2 SEVERE errors and I don't know why.

They don't give me much information, so I am hoping Debug level logging will point to the problem.

FYI the errors are:

22-Nov-2017 13:59:01.937 SEVERE [localhost-startStop-1] org.apache.catalina.core.StandardContext.startInternal One or more Filters failed to start. Full details will be found in the appropriate container log file
22-Nov-2017 13:59:01.939 SEVERE [localhost-startStop-1] org.apache.catalina.core.StandardContext.startInternal Context [/confluence] startup failed due to previous errors
