How can I show Multiple Page Properties in the Page Properties Report? Edited

So I've looked at the documentation and still feel like I'm doing something wrong and can't get it to work. This used to work on Server but stopped working on Cloud when we migrated.

I want to display a Page Properties Report on the top of the page. The same page has different Page Properties that are different reports. The Page Properties have 2 columns with the same row items in the first column, and different content in the 2nd column.

The ID is left blank. Label is set correctly.

Currently it shows 1 row with the first Page Report it finds on the page.

I expect multiple rows in the Page Properties Report based on the same columns items.

Like the test below it only shows 1,2,3 & four five six. I expect another row with seven, eight, nine.

(Similar question was raised here, where the answer seemed to be no ID which is the case here)
