Mukka, this level of restriction needs to be provided by the plugin itself. Currently, Confluence is not able to provide this level of management.
We have an active Feature Suggestion that tackles this:

Looking at the plugin page, it shows that admins do have the ability to limit plugin usage:
The Confluence administrators can delegate management of database profiles to non-Confluence administrators. The profile administrators can then specify which users can access the profile.
You should be able to limit who uses the plugin features straight into the plugin itself.
