How can I migrate data from starter to 25 user installation?

Hi,

first we bought a 10 user licence and worked for about one year with it. Now have a 25 user licence. Is there any chance to migrate the data, as there seems to be no upgrade option from 10 to 25 user?

You don't need to migrate the data in order to increase the user count from 10 to 25. Just update the new license in Confluence Admin > License Details
