I have upgraded the Confluence version from 7.19.19 to 8.5.18 version. After upgrade few admin related pages are showing page not found. Admin pages like maintenance and few other pages as well. I couldn't make the application to read only while performing the admin related activities.
An upgrade that causes pages to vanish is quite strange.
The pages are kept in the database. Do you have database access to check if they are really gone?
Or did you change any database settings in the upgrade process?

Only changes what we did to database connection is to disable encryption.

Try start with safe-mode.
After all apps are stopped restart apps one by one and check the functionality.
We found correction by changing starting order of apps (manually).

In our environment it solved the problem when Refined for confluence is started first.
We have few Confluence installation and the problem is found only one of them.

Well this should not happen anyway. So I would recommend to get in touch with the vendor of the Refined app to raise this issue.
They might direct you towards Atlassian if they can't help.
Because at this point you are manually enabling the apps whenever you start Confluence?

There is already ticket on Atlassian and Refined support.
At the moment apps must be enabled manually vi safe-mode :(
