Hello Glauber,

You cannot delete a user if he/she has performed any of the following actions:

  • Reported or been assigned to any issues (in JIRA)
  • Commented on any issues (in JIRA)
  • Added or edited any content on the site (in Confluence). Such content includes pages and blog posts, and edits and comments on existing pages.
  • Created labels or comments about build results (in Bamboo).

If the user has done any of this type of work, you can deactivate the user instead. This will allow the applications to retain a complete history for auditing purposes but will make the user's license available.

For more info please take a look to the official documentation : https://confluence.atlassian.com/display/AOD/Deleting+or+Deactivating+Users

Hope this helps,

Fabio
