Enabling the Edit task bar to "Bold, Italicize, Underline, etc.

When I create or open a space.  How can I make the ribbon at the top of the page active, as it is showing inactive?

The "ribbon" on Confluence pages shows when you are editing the page. By default, pages are in "view" mode. Click the edit (pencil) icon to switch from view to edit mode for a page.
