Edit bar not appearing until I reach the top of a page

Hello, I am relatively new to Confluence, but I have noticed that some of the pages I go to edit do not have the edit bar come up when I start to scroll up.  I have to get to the top of the page before I can select edit.  Other pages, however, have the edit bar come up as soon as I start to scroll up a little.  Is there a setting or format option I am missing for the pages that this does not work on?

Better late than never....

Just ran across this myself. Our solution was related to a {multi excerpt include} where the included page had a Table Of Contents that conflicted with the main page. Removal of the TOC from the included page resolved the menu issue.
