You shouldn't see duplicate page menus. I was wondering if you have any customization there, if yes,
could you please check in _Confluence Admin > Look and Feel_ and verify the following:
* Themes: See which theme you're using, switch back to the default if you're not using it already.
* Layouts: See if you have any custom layout defined, if yes then make a backup and reset to default.
* Stylesheet: See if you have custom stylesheet, if yes then make a backup and reset to default.
* Custom HTML: See if you have any custom HTML defined, if yes make a backup then reset to default.
Looking from past cases where we had duplicate items for the menu, it was caused by external add-ons. However, to be sure about that, if you are running a production instance, can you schedule some downtime and then, run the instance under Plugin Safe Mode to see how it goes?
