Does Confluence comply with the Web Content Accessibility Guidelines (WCAG)?

One of our colleague, who is visually impaired needs to be able to edit Excel spreadsheets in Confluence. We have installed the required Companion tool on his machine.
When he accesses the page the screen reader reads "edit" but does not provide the option "Edit with Excel" which comes with the Companion tool. He can only work on what his screen reader tells him so he cannot edit the spreadsheet (with Excel) as he never gets the option.

The screen readers used were NVDA / JAWS, the two packages most used by blind users. Browser used is Google Chrome version 79.0.3945.13

Please could you also advise if there's a tool that is accessible with Confluence similar to the Companion Tool that does not include costs.
