(2) Do you know of integration of Atlassian with ANY other open source document control product? (3) Is there any documentation on how to interface with the APIs you mentioned? Thanks.

If you make the pages in Confluence the document itself, then yes , Confluence's permission schemes should be good enough.

You can either develop an add on using the Atlassian SDK or use the REST API provided by Confluence
