Do I need to get license upgrade for draw.io if only few users edit?

We are upgrading our confluence to 50 users. We also have draw.io (for 10 users currently). None of the new users will be editing in draw.io, so it seems really steep to have to pay $600 for essentially no benefit.

Is it possible to keep the 10 users license and just allow those users to edit, or even just allow those users to even see the diagrams. The new users are all in a different space, that doesn't really need diagramming.

The only other solutions I can think of are:

  1. Install another instance of confluence for the new users and have their space on that only
  2. turn of draw.io plug in and revert to saving diagrams as images and uploading.

Any suggestions?
