Disable "Notify watchers" for "Create JIRA issue"

When someone highlights a part of the specification document and clicks "Create JIRA issue", he does not actually modify the document (in contents' terms) but only links to it. Is there a way to make it optional or disable that these changes send notifications to those watching the page?

I believe the workaround for this request can be found here:

https://jira.atlassian.com/browse/CONF-8276

It seems that users can uncheck the Notify Watchers box and Confluence will save their preference.
