Different Page and Space Restrictions

I want to give everyone the right to view a space that has 2 pages.

But I want different people to be able to edit different pages within the space.

Example: 

Space = Staff Landing page (everyone can view; only admin can edit)

Page1 = Tech (only Tech staff can edit or view)

Page2 = Blog (only Blog staff can edit or view)

My page permissions aren't working and the Blog Editor group I gave restricted access to the Blog page haven't been able to upload files. 

Is it because no one can edit the Space except the admin?

Thank you for the reply.

This was one of the posts I used when I was setting up the permissions. I created group called "Blog Editors" and on the Blog page assigned them permission using the red padlock. I gave them access to edit/view. However, some of the people in the Blog group are also part of the Space Staff group & that group hasn't go permission to edit the Space.

I even used this post to confirm I was on the right path: Add or remove page restrictions | Confluence Cloud | Atlassian Support  and my page permissions still don't work.

Do you know of a workaround?
