Long story short, we used apps from two vendors to create both internal and public documentation (knowledge base) center using Confluence. This is the site that we built.
We have detailed yet unobtrusive workflow control, conditional content, sites on our own domain, and SSO-protected access to the internal site, google analytics, and none of our Confluence spaces is exposed to the public.
