This is not part of the features of the core product. However, many people have a similar need of managing data alongside pages and wiki content, therefore we've created the Spreadsheets add-on.
You give it a Postgres database and it lets you use Confluence to create custom tables and display reports. There are many cool features, like icons or markdown renderers.
Of course you also asked for forms, and there's a Forms extension to enter data through forms into your database.
