Could I author a template outside of Confluence or simply as a Page in Confluence

I work for a company that has pretty strict access control rules.

I am able to author pages within certain spaces; however, I can't manage templates.

I do need to create some templates for my team and administrators said that I should create them as pages and they will somehow make them into templates.

Not sure exactly how that will work if I was intending to use some variables.

I could also just create a few pages in a "templatized form"; for example, I could leave sections as "Fill in content here" and leave it at that.

Please let me know what would be the easiest route from your perspective.
Unfortunately me gaining permission to create templates is out of the question.

Hiii @rjngroup 

If you don't have access to the company to make a template, you can create your favorite page as a sample and when others or you want to use it as template make a copy from that or copy & paste the source code of page in new page
