Confuence- ability to login and search top right has disappeared

Hi, our confluence instance is in a state where the top blue bar is really skinny - no search or login buttons - so can't login to administer it.

We can still search the sub-sites and view content, but editing pages doesn't work, and there's no apparent way to log in to administer (I am one of 3 administrators) of the app.

Most of the page looks fine, but there is this random text at the bottom of each page:

Has anyone seen similar and know how to ressurect?

Can see errors in log, such as:

Hi @richard stockdale 

This seems very similar to this bug affecting many Confluence 7.X versions: CONFSERVER-22390.

This may happen when Confluence is restarted (or when plugins' state are changed) and is caused by some system plugins modules being disabled.

This bug report has a list of REST API calls that will re-enable the affected plugins.

After fixing the problem, consider upgrading Confluence to one of the versions fixing this bug.

Let me know if you are able to circumvent that problem.
