Confluence - provide a group access to a specific page within a space but not the entire space Edited

I have a secure space locked down to specific users but within that space i have a page Id like to share and allow full access to. How do I do this step by step?

You allow them access to the space.  Otherwise they can't see anything within it.

Then you make sure there are two types of top-level in the space, one that is open to all, and contains your shared pages, and the second which is restricted, with view locked down to your internal users.

Thanks. How do I do this? "Top level" is not the terminology used by the system to set this up? Do you have a step by step guide or process?
