How can our customers use the Confluence mobile app to view documentation if they are not registered (licensed) users of Confluence?

In Confluence Administration > Global Permissions you can turn on Anonymous Access. This allows anonymous users to access Confluence. You'll need to also turn on Anonymous Access in each space that anonymous users are allowed to view, by going to the Permissions page in each space.
Anonymous users are not counted towards your licence. Confluence will work out if the users are accessing it through a browser or a mobile app, and adjust the formatting/display accordingly.
