Confluence labels work but don't work

On 5.2.5 now, upgrading to 5.8.5 soon-ly.

1) We attach labels to our content, as we are planning to generate lists of related content dynamically. The Content Label List macro shows the labels in use. When I click most labels, a page opens with the list of pages with those labels attached. However, certain labels open a labeled content page (https://docs.bmc.com/docs/label/SPACEKEY/labelexample) with the error "There are no pages at the moment." 

Why would the Content Label List macro identify labels in use, but the system not find the pages with those labels attached?

2) Is there some kind of time delay between when labels are added and when they can be used? I find other problems with one specific page that doesn't appear on Content by Label lists, regardless of how loosely set the label selection is. It also doesn't show up in the labeled content page (https://docs.bmc.com/docs/label/SPACEKEY/labelexample) either.

Hope to find some clear answers about how to use labels because it's been very time-confusing.

Seems I needed to wait for the index to be rebuilt. I just didn't understand why the Content Label List macro would show labels for content that it couldn't locate. That's buggy.
