Confluence email notification only for active users?

We are working with Crowd, JIRA (25 users) and Confluence (10 users).

Only less than 10 users are creating pages in Confluence.

I can add a non-active user as an observer to a page, but it seems, that Confluence is not sending email notifications to this user. Is this an intended behaviour?

Hi Andreas,

This seems to be true. According to this page, it seems that confluence won't send notification to disabled users:

"Users that have been disabled by an administrator will not receive email notifications."
