I'm having trouble with which version of Confluence is the latest. The Download page where you can view the Release Notes and Upgrade Notes shows 6.6.12 (3/4/19) at the top but then has 6.14.1 (2/6/19) further down the page.

Isn't 6.14.1 a higher version than 6.6.12? The order does not seem to be numerical but by date. I'm confused.

Yes it is and 6.14.1 is the latest.

The download page does not necessarily sort the versions in order I believe.

I think I may have seen the cause of the problem. Atlassian releases enterprise versions of each application that is give LTS.

Potentially the 6.6.12 is the latest enterprise version of the application.
