I have a big block of HTML code within the HTML macro. I would like to know and understand how to take this block of HTML code and turn it into the content of a user macro. Also, I want users to be able to edit the macro content once they include it on a page.

Hi! The macro content is not editable by other user than the admin. You can get inspiration from the examples in this article for the conversion, but if you want to have the input capability for the user macro, you'll need to write a plugin for that.
