Confluence Template Editor not visible in newly created template

I just created a new template using in Space tools>Content tools>Templates>Create new template, but I am not seeing a template editor as depicted in the Confluence User Guide (with Template dropdown list of variables). Instead I get the regular page editor. Am I missing a step in creating the template?
