Confluence HTTP400 Invalid Address

Hello, i have a problem with symbols in title of new topic.
If i write a title "a>b", then OK.
If i write a title "a - b" and address string will see that as: /display/project/a+-+b, then OK
But when i want to use "a -> b", address string will see that as: /display/project/a+->+b, and give me a clear page.
So i just open debugger-console and see that:
Firefox: The character encoding of the plain text document was not declared. The document will render with garbled text in some browser configurations if the document contains characters from outside the US-ASCII range. The character encoding of the file needs to be declared in the transfer protocol or file needs to use a byte order mark as an encoding signature
Chrome: HTTP400 Error
But it isn't error of encoding, because Confluence use UTF-8, pgsql use UTF-8 too, as and my browser.
I try to use other encodings in my browsers, but it's useless.

What i should do with this issue? Its a problem with web-server or exactly Confluence?

PS. I can let you my HTTP Headers if it can be useful
