I am using Confluence 5.4.4.version, I am not able to find how-to article and Troubleshooting article templates. I have admin access but not able to figure out where they are.

It looks like those two blueprints were released with Confluence 5.5. You can see they are not there in the Confluence 5.4.x blueprints documentation: Working with Blueprints but they are there in the Confluence 5.5 doc: Full list of blueprints.
