I can't find " To configure a space's sidebar: 1. Go to the space and choose Space tools > Configure sidebar on the sidebar."

How to change / delete information selected with red color on the picture?

Thanks for the response.

Problem in that I don't have enough rights for editing of the field specified in a picture. Why? Specified Spaces were loaded by means of Import Spaces. Then their translation into Russian was made. Everything that is loaded in English it was necessary to delete. But it is impossible to make it. How to me to make it?

By the image it looks like you are using Confluence documentation theme, whereas the default theme has the above referred options for adding shortcuts and elements. You can switch theme within Space Tools > Look and Feel. More info about that in this documentation.
