Configure Atlassian JIRA Server failed

I tried to connect the Jira-User management to conlfuence as described here: https://confluence.atlassian.com/display/DOC/Connecting+to+Crowd+or+JIRA+for+User+Management (Connecting Confluence to JIRA for User Management).

When I test the settings following error message appears:

"Connection test failed. Response from the server:

java.net.ConnectException: Connection refused"
What does this mean? Where could the problem be?
