Changed domain and IP Address of confluence and unable to login

Link between JIRA and Confluence is good according to each application.  Not able to login to Confluence with JIRA credentials.

Did that on both JIRA and Confluence. Links are established according to each application.

It sounds like you are describing application links - did you update the Confluence application in JIRA User Server where the application name and password are configured for use in the JIRA User Directory in Confluence?

the old IP Addresses were there. Changed to new IP Address of confluence server but still not able to login to confluence as a Jira user.

If you can log into Confluence as an Internal user, try going to Confluence Admin>User Directories, re-enter the application name and password that were defined in JIRA User Server. If you cannot log in with an internal user, use these directions to enable an internal admin: https://confluence.atlassian.com/display/DOC/Restoring+Passwords+To+Recover+Admin+User+Rights
